The parade kicks off at 10 a.m. in Rodney Square (11th and King Sts), and the festival unfolds at noon at the Tubman Garrett Park, Rosa Parks Drive, Wilmington, DE 19801. The celebrations include games, food, vendors, and local dance groups, drum corps, floats and elected officials. Special Guest: Chubb Rock
